Implementation of the Mutual Recognition Arrangement (MRA) for Telecommunication Equipment Testing Laboratories Between Indonesia and South Korea Begins on May 27, 2025
Starting May 27, 2025, Indonesia and South Korea officially begin implementing the Mutual Recognition Arrangement (MRA) for Telecommunication equipment testing laboratories. This marks a strategic milestone in strengthening international cooperation in telecommunications certification, following the MRA signing on May 27, 2024, by the Vice Minister of Communications and Informatics of Indonesia and the Vice Minister of Science and ICT of the Republik of Korea.
The period between May 27, 2024, and May 26, 2025, was used as a confidence-building phase, allowing both countries to harmonize their understanding of each other’s technical regulations.
As a follow-up to the agreement, Indonesia has officially recognized testing laboratories from South Korea. The Director General of Digital Infrastructure has included these laboratories in the list of Foreign Testing Bodies (BULN) under the MRA scheme.
This MRA brings several benefits, including mutual recognition of Test Reports issued by the approved laboratories. As a result, telecommunication equipment tested at recognized Korean laboratories can be certified in Indonesia without undergoing additional testing, and vice versa. This significantly reduces both time and costs for businesses. The MRA also encourages the development of testing laboratory capabilities in Indonesia. All recognized labs under the MRA will be subject to regular evaluation and oversight by the respective Designating Authorities to ensure testing quality and consistency.
As part of the implementation, the certification application fees using Test Reports from Foreign Testing Bodies (BULN) under the MRA will be adjusted according to the recognized testing scope. This fee adjusment is based on Government Regulation No. 43 of 2023 concerning Non-Tax State Revenue (PNBP) in the Ministry of Communications and Informatics.
